1- I bought my K750i from Ebay.. I was lucky to get it for $360 at the begining of July. Now it should be cheaper.. One thing you must be careful about: Make sure the phone you purchase is UNLOCKED or unbranded!!! then you could use it anywhere.... also if you could get a manufacturer's warranty, that would be ideal. If you buy it in Europe, then you get a manufacturer's warranty.. In US, you dont..

2- I use TMobile... They are ok! in terms of coverage areas.. but Cingular is better coverage. As far as plan pricing, TMobile is much cheaper!!... but you dont get rollover minutes... Checkout the Coverage maps of DC area. for both....

1) in France, all electronic equipements are sold with an international warranty. Seems that in the US you get only a US+Canada warranty (that was the case for all the Canon photo equipement I bought there)
2) I don't really care about the rollover minutes, for T-mobile prices are actually cheap . I couldn't find Cingular's coverage mpas for DC ; T-mobile coverage seems a little bit poor, but I understand they've got free roaming on Cingular network (though all the mobile-to-mobile, unlimited week-end/night minutes won't work of course...)... I'm correct ?
Then I'll just have to check I'll have decent coverage for T-mobile where I live.
