i suppose there arguement would be that they dont as it probably changable from month to month.
as for why do some offer you different speeds could be down to whos equipment there using ie if its bt you may get faster than if you use there equipment in a bt exchange as the length of line may change as bt wont be giving them the best spots in the exchange to put there gear
eclispe also have peak time limits but again this might not matter to you depeending when you do most of your downloading
