I GOT IT WORKING! That took so long yet was so simple!
I went to do a Master reset but i UNCHECKED the delete all user info box. When the phone started back up again I went to UK ENGLISH and now changing the icon works fine! Thank you for all the help! FINALLY, I can now change the Standby ICONS!

Can I change the icons on my p990i ?? I saw fancy icons in different themes on some websites. These are just for theme preview or we can copy&use them to our phone in other way..

Hi if you are trying the change the function they launch I think it is the same as the w950 Highlight the Icon you want to change then select "more" and reassign the icon.

All, I had this same problem with my phone with a previous firmware but it went away after a reflash. The damn problem came back again after I flashed to R9F011. I tried a reflash but it did not help. So I tried a 'Master Reset' (I left the 'delete apps' checkbox checked, but I don't think it matters) and it FIXED the problem. So I can definitely confirm that the solution is to simply do a 'Master Reset' of your phone (make sure backup all your data first).
To do a Master Reset go there in the menu:
Main Menu->Tools->Control panel->Other->Master reset

I tried to change my icons on the stand by menu on my M600i... and I've tried all different file types as well as image sizes and it just won't pick up my image files whenever its asking me "what do you want to replace it with?" funny thing is i can see all of my files that i want to use when i go to file manager... but then when i try to replace it, it won't pick up the images.
