There's no chance of that happening she is in debt up to her eyeballs!
It's besides the point the service provider should turn the phone back on as it belongs to me!

The (any) phone can be blocked by ANY body who has registered the IMEI number, It's quite tough to block PAYG handsets or handsets purchased sim-free unless you register the IMEI number with the network after purchase.
I have never experianced a blocked device even when i used to trade 2/3 per week, in my experiance it rarely happens on a chance basis, it's usually some previous owner just pratting about.

The handset in question was brand new from O2 in July of last year on contract!
Yet has been blocked because it had a Vodafone PAYG sim card in for a week!

Yeah bad news that Nanu, but buyers beware that it's dead easy for anyone to block any phone, even if they are not the actual owner.
I could block any phone (if i had the IMEI number) simply by registering said phone on a (free) virgin mobile SIM. AFAIK virgin are the only network who request the IMEI automatically upon online registration.

WOOT WOOT
After 6 months I have finally had this handset unblocked, it truly is a shame the amount of hassle and time it has taken to get this actioned and that it had to resort to threatening emails from myself to O2.
But as soon as I mentioned OTELO the previously impossible action of having the restriction removed was put in place within 14 days, there has even been mention of compensation to myself from O2 but I haven't heard anything since and certainly won't be holding my breath!!!
