Sent data is the amount of data sent from the phone and the received data is the amount your phone receives. Simple! :-D

data sent is the data that your phone send out - mostly request or command, like checking links, opening a page, request for download, etc., or data in a form that you submit to a particular site like posting in a forum, or loging in your username and password, etc.
data received is the information that your phone receives as a reply to a particular request or command - usually comes as a stream of informations that describe a page including text, graphics, layout, etc. or data that comprises a requested file for download. These information received by your phone is constructed based on the data recieved and comes out in as a webpage or as a downloaded item (apps, music, pics, etc).

Your explanation was essentially correct too, I just thought @RicK700i might want to know some details like even clicking a link already sends out data and receiving an error page is also counted in received data.
