I've had this problem since I upgraded to the latest and greatest. I've tested all the reset and reflash combos you can think of without any luck. But when I read about the happy ending of the original poster, I noticed a difference: set the language to UK English. I checked, and my phone was indeed in US English. I switched to UK English, the phone restarted, and guess what, now I can select new icons.
So given these facts it seems to me that the problem is related to the language even though I think it sounds a bit bizarr from a technical point of view. It could also be that the actual switching of language had the required magical effect, but that would be equally bizarr.
Anyway, hope this works for you too.
