You're right - the great majority of cellphone CPU's don't come anywhere near PC/notebook performance.
It's only recently that higher powered CPU's like the Qualcomm Snapdragon became incorporated into mobiles such as Toshiba's TG01 :

you've been driven away in confusion with plank's post, we are talking about speedstep/cool and quiet(a feature that reduces clock frequency on processors while in idle to save power)-like feature on mobile CPUs and not on the comparability of their performance!
One more time: that JBenchmark test knows nothing about the CPU speed. It rather tells the story of software optimization. When it comes to C902 vs. C905 the right conclusion would be that the tested firmware on the C902 is better optimized than that of the tested C905. Which is no surprise since the C902 has been around longer.
It's Swedish though, so it would be the best in the mind of some people.
