ISP? what are you talking about? Do you mean Service Provider for your cellphone?
Anyways, CSD is Circuit Switched Data, It's the "data-mode" of cellular communication. when you make regular calls (vocal calls) the cellphone is placed on "Vocal Mode" however, this is not suitable for data communications such as FAX, and Data Modem...etc. Once you have your Service Provider enable the CSD on your line, you will be able to make "data mode" calls, Thus, enable you to use your cellphone's modem capability.
Here's a little bit more info:

thnx man....but isnt CSD very slow? What about High-Speed CSD? Is it faster? Can u compare the speeds of HSCSD with GPRS's? What is the max download speed?
Please answer these question coz i think it doesn't worth the trouble for such slow speeds.

If your Phone Service provider supports HSCSD then you can connect around 28.8Kbps to 56Kbps (around the same as GPRS), however, at California, Cingular only support normal CSD (from 9.6Kb/s to 14.4Kbps)
If you are willing to pay through your nose for GPRS service (atleast here at California, they rip you off like crazy) then you'd get connection speed of around 40Kbps to 50Kbps. However, for my purpose of emailing and Instant Messanging, normal CSD is good enough for me.
