It sounds like you're trying to pair the two devices, instead goto the contact u want to send and send it.

i think you are trying to pair with someone else not bluejack them.
edit:
yeah... you just have to highlight the contact you want to send, press more, send via Bluetooth and it searches for devices in the vincinity
