It has no battery or charger with it or original packaging so therefore the seller's selling it as untested and is not giving a gurantee on whether its working or not.

Indeed no battery and charger but condition as new.
A frined of mine bought one from the seller without using ebay and it is TOP condition. >No marks or any other signs of usage.
Switches on and you can scroll the menu.
Other functions are in Europe not testable, because the network isn't supported.

I am not sure. However, the languages are asian (automatic, english, bahasa indo, vietnamese).... probably malaysian since most of the ericsson during that time intended for my country was made in that country.
The important thing is iv gotten the cd software and an original bsl-11 battery. The owner told me that the 3-year old phone has been in his closet for half a year since he started using a treo 650 as a primary phone.
Every feature of the phone has been working A-ok! especially the keypads. Very sensitive. You dont have to press that hard. And I do miss that electrolumiscent backlight of Ericssons. It has still a 2 days standy time after a moderate use.

7th and 8th digit on the imei is 61.

on the silver sticker at the back, with the imei and serial #s plus the 00w17, it says r3b.

for the software, it has no version. just the 010xxxxxxx and the prgcxc(cruiser) version.
