Dear wapt, maybe you can also have a look for the three Japanese models, the ER205, the ER207 and the ER209i, boxed would be great but also unboxed would be beter than nothing.

I don't know any sw-bug of the R310 but I had about 30 to 35 R310 with this problem and none of them had a sw-problem. The not-fully-charging-problem is typical for R310, T20, T28, T29, R320, R380 and other ///-phones with the same kind of voltage-controlling. These capacitors simply get bad by the time.
Btw: New batteries can usually always be found at eBay. In this auction there is only one left but new auctions will come up for sure:

If a fone doesnt charge, it can be a faulty charger, wrong batt, hw or fw bug. To be honest i never had any problem with r310, but many of those had rec problems, just as t39.

Yes, it can be the firmware, too. But it's not a matter of updating or reflashing since the responsible data are stored in the battery calibration in the GDFS area. Anyway, even if a recalibration would help it would only be a workaround for a hardware problem. Every electronic part differs slightly from another and so do the voltage controller and the capacitors and resistors around it. These differences from optimum values are read out by the battery calibration and are stored in the GDFS. So you could optimize the charging process by recalibration but it would be better to replace the old capacitors. Whatever, the best solution for fatreg is first to try a new battery and maybe another charger, too. If this doesn't help the shark should visit a doctor
The no-network-problem is unfortunately a wellknown problem at the R310. The problem is the PA. If you find a T39 with no-network-bug you can easily fix it in 95% if you have a hotair soldering station because the only problem are broken solderings of the rf-processor. For a professional it's not more than a 10-minute-job to repair it. The R310 is more complicated: The PA needs to get exchanged and in about 50% of these cases the shortcutted PA also destroyed the rf-processor. The usual way of repair means pulling off the el-foil (since it wouldn't resist the heat of the hotair station) and exchanging pa, rf-processor and 4 resistors near the rf-processor. After the rework you need as many radio calibrations read out from other R310 as you can get because if you don't have access to an EMMA-Server you're not able to do a radio recalibration and the only solution is trying out different radio calibrations to hopefully find one which matches quite good.
