IMEI must follow a specific rule about how it should be formed, or you will get an "illegal" IMEI (so you can't just enter a bunch of completely random numbers, there is an order to the whole thing).
There are also other things which affect the actual digits in the IMEI, which I don't want to mention here, so that one can easily tell if the IMEI is fake.
