i guess you could. i was told that 90% of CPW stock is sim free.
i went in CPW today and asked if this was correct and he said it is, for the pay monthly phones and the pay as you go phones.

i believe if you ring up O2 they'll give you your PAC code there and then 80% sure on that. the only thing that takes time is for them to switch your number to a new sim usually 5 days or so, again not 100% but pretty sure

I called up O2 last Monday 9th to ask about upgrading to the P990. I went through the whole process right through to almost confirming the order, I even asked for the operator to confirm they had the phone in stock and I was told a resolute 'Yes'. I told them to hold the deal and I would get back to them in 24 hours. In fact I called back on Friday 12th to go through with the order and was instead told the release date is the 23rd of October (which is likely to be delayed yet more) and I never should have been told the phone was in stock, nevermind be given an upgrade price.

Seem like something shifty might be going on.

I paid £89 for the phone and it's on a 12month contract, £35pm for 400mins xnet and 100txt. When I compared that to vodaphone I thought it was a good deal. Also as I said the phone has no branding at all and unlocked. In fact I'm using my orange sim in it at the moment.

I've also done a firmware update which I would highly recommend.
